Born in 1926 in Sadiya into a pedigree of teachers, the academically-talented Hazarika completed his basal training from Guwahati in 1942, BA from Banaras Hindi University in 1944 and MA (Pol Sc) in 1946. He did his PhD in Prayer Communication from University Lincoln. He also received the Lisle Fellowship from Metropolis Lincoln, U.S., to thoughtfulness the use of educational plan evolution through celluloid.
